Dr. Halley Moore, Ph.D. is a Licensed Clinical Psychologist and Principal Consultant with HR & Associates, a management consulting firm that specializes in organizational assessment, strategic planning, quality management, team building, diversity management, conflict resolution, process improvement, performance coaching, etc. With a dynamic private practice in Paso Robles, California, she incorporates management consulting in her career by working with family-owned businesses that experience family-business role conflicts. Dr. Moore is a skilled psychological diagnostician, personal/executive coach, psychotherapist, and professional consultant. Her extensive understanding of human behavior enables her to assess many complex aspects of organizations, organizational behavior, and individuals and group behavior in the workplace. She is also experienced in constructing survey instruments, analyzing data, and interpreting survey results. Dr. Moore’s educational background includes a Bachelor’s Degree in Psychology and a minor in Political Science from Cal Poly State University, San Luis Obispo. She attained her Ph.D. in Clinical Psychology from Walden University in Minneapolis. As a co-owner and principal with HR & Associates, Dr. Moore continues her work in helping less-fortunate populations, such as homeless veterans with mental health struggles, by supporting the Wounded Warrior Project.

Other key services include review of municipal organizations, agencies, and departments; optimization of work relationships and collaboration; strategic planning; and performance management and coaching. It is our mission to assist organizations and businesses operate more smoothly and efficiently through creating a more harmonious workplace environment. We are committed to resolving complex organizational problems by assessing all aspects of an organization and its team members. The firm’s founders are experts in municipal government operations and family-owned and operated business issues, and we now offer assistance to a broader segment of organizations and businesses. HR and Associates is also proud to support the Wounded Warrior Project, and a portion of all business profits go to this worthwhile cause.
Rob Mullane, M.S., AICP has more than 20 years of dedication to the public and private sectors, Mr. Mullane brings his management and organizational assessment talents to clients seeking assistance with operations, personnel and training needs, and process improvements. He has extensive experience in municipal government, having worked for the County of Maui, County of Santa Barbara, City of Goleta, City of Ojai, and the City of Carmel-by-the-Sea. His past positions include serving as the Community Development Director for the City of Ojai and both the Public Works Director and Community Planning and Building Director at the City of Carmel-by-the-Sea. In these capacities, he established a successful track record for assessing, rebuilding, and modernizing departments, as well as improving the operations and efficiency of the overall organization. His private sector experience includes working as a Planning Division Manager with Rincon Consultants, an environmental consulting firm in San Luis Obispo. Mr. Mullane has also served as a Planning Commissioner and Parks and Recreation Commissioner with the City of Buellton, and on the Board of Directors for the Guadalupe-Nipomo Dunes Center. Mr. Mullane’s educational background includes a Bachelor of Science degree in Geology from Duke University with a minor in Psychology and a Master of Science degree in Geology and Geophysics from the University of Hawaii-Manoa. He is also a certified planner with the American Planning Association and a member of the American Public Works Association. As a co-owner and principal with HR and Associates, Mr. Mullane brings his passion for supporting veterans in need by donating a portion of business profits to the Wounded Warrior Project.
